After completing the course, participants will have a clearer understanding of how digital development impacts services, finances, workforce, and the municipality’s societal mission. They will be better equipped to ask relevant questions, assess risk, and ensure that digital initiatives support political goals and the needs of citizens.
The course is delivered to the entire municipal council – or the extended executive committee – with participation from the senior administrative leadership and is tailored to the municipality’s level of digital maturity and specific challenges.

Technology, artificial intelligence, data, and digital investments increasingly shape political decisions. While the issues may be technically complex, the consequences are political, financial, and long‑term.
For elected officials, this is not about becoming technology experts. It is about understanding what is at stake: how digital choices affect services, finances, working environments, public trust, and the municipality’s ability to meet future needs.
Digitalisation can improve and streamline existing services.
Digital transformation goes further — it involves rethinking work processes, organisational structures, and service models to create value in new ways.
The course provides elected officials with a stronger foundation for understanding the strategic choices behind digital initiatives, the potential consequences of those choices, and the questions that should be asked before the municipality invests time, resources, and public trust in new solutions.
The goal is to strengthen elected officials in their role as political leaders: setting direction, prioritising, assessing risk, and ensuring that digital initiatives genuinely contribute to better services and a stronger local community.


Digital Development as a Political Governance Arena
In the first session, participants explore why digital development is a political governance arena and what digital maturity means for municipal services, finances, and societal mission.
The session consists of four main parts:
1. Digitalisation as a political arena
Concrete municipal examples where technology, data, or artificial intelligence impact services, resource allocation, workforce, risk, and trust. The course may be adapted to incorporate relevant local examples from the municipality. This is agreed in advance during a preparatory meeting with the municipality’s contact person.
2. What is digital maturity?
Introduction to the DI2X Digital Maturity Framework and its six generations, linked to national ambitions and the municipality’s scope for action.
3. The municipality’s digital position
Presentation of the digital maturity assessment, focusing on current status, strengths, gaps, and future political priorities.
4. Organisational capabilities for digital transformation
Introduction to the framework and key capabilities influencing digital development, forming the basis for reflection, discussions in Session 2, and completion of the Digital Mindset Profile.
Between Sessions 1 and 2, participants complete a short reflection assignment related to their own political cases where technology or digital development plays a role. The purpose is to connect the frameworks and discussions from Session 1 to concrete political priorities in their municipality.
Participants reflect on which three of the 16 organisational capabilities the municipality should particularly strengthen to address demographic change, financial pressure, and workforce shortages. These reflections provide important input to the prioritisation discussions in Session 2.
Participants also complete the Digital Mindset Profile. The individual completion provides a basis for personal reflection. The aggregated, anonymised results are used in Session 2 to reflect on political roles, ambition levels, and collaboration in digital transformation.
Political Leadership in Digital Transformation – From Ambition to Execution
In the second session, participants focus on how insight and ambition can be translated into clearer priorities and political practice.
The session consists of four main parts:
1. Are we ready for transformation?
Reflection on ambition levels, realism, risk, and political dilemmas.
2. What should we prioritise?
Assessment of which capabilities the municipality should strengthen during the electoral term to address demographic change, financial pressure, and workforce shortages.
3. Political role and digital mindset
Discussion of the aggregated, anonymised results from the Digital Mindset Profile and what they imply for political roles, collaboration, and development needs.
4. From decisions to practice
Work on concrete digital decision cases and formulation of shared principles for future prioritisation and follow‑up.
The programme is tailored in collaboration with the municipality to ensure relevance to its actual situation.
